We need a service better able to take forward new national strategic developments. New technologies offer opportunities for service to be delivered in new ways and more cost-effectively. For example, electronic monitoring can provide a cheap and effective means of imposing tighter supervision on offenders; of imposing discipline on chaotic lives; of reintegrating offenders more effectively into society; and an inescapable means of detecting breaches of court orders. A new service needs to embrace such technologies and to incorporate the opportunities they offer into their strategies for confronting and impacting on offending behaviour, thus making better and more focused use of probation core competences and skills.
