To assess the relative merit of these ideas, and their likely futures as animating ideas for a system of community penalties, and to account for their emergence at roughly the same time in the US ‘community corrections’ field, I must first offer working definitions of them. Then, after examining some of the ways the ideas of public safety and restorative justice seem to conflict with and complement each other, I can speculate about their likely futures. As a preliminary matter, however, I need to explain what I understand a system of community penalties to be.
