ABSTRACT
In his first speech as Prime Minister to the Labour Party Conference, on 30 September 1997, Tony Blair pronounced that ‘Our new society will have the same values as ever. It should be a compassionate society, but it is compassion with a hard edge.’ It is arguable that this notion of a hard edge now dominates within probation practice and this leads us to pose some questions about values and rights.
