ABSTRACT

This chapter takes on the difficult task of examining two different, but related, dimensions of counter terrorism (CT) activity concerning the European Union (EU) and United States (US). The first section of the chapter argues that it is heuristically worthwhile to compare the EU and US on CT. For example, both have engaged in parallel internal initiatives in this area, involving legal change and institutional reform, especially concerning information sharing and leadership. Studying transatlantic similarities and differences in these areas facilitates a better understanding of developments in each place.
