Preventing organised crime: the case of contraband cigarettes

This essay examines the potential of situational crime prevention for curbing the smuggling and illicit distribution of cigarettes, specifically focusing on the situation in Germany during the 1990s. Data were mainly obtained from closed investigative files, media reports and official reports. For the purpose of analysis the cigarette black market is broken down into scripts of illicit activities taking place in particular situational settings. On this concrete level the usefulness of the ‘Twenty-Five Techniques of Situational Crime Prevention’ is discussed.
