South Africa’s main socio-economic challenge relates to inequality. An equitable society based on economic growth, in which agriculture plays a catalyst role, is a policy aim (Verschoor, 2003). Entrance of resource-poor farmers into mainstream agriculture is a government priority; but while a favourable policy environment has been established during the last decade, practical empowerment remains rare (Aliber et al, 2006).
