This chapter reviews the history of devolved and decentralized forest management in the Philippines, the resulting policies and their impacts. Building on previous reviews on related topics by Brillantes (2000), De los Angeles (2000), Mercado (2000), Borlagdan et al (2001), DAI (2002), Magno (2003), the World Bank (2003 and 2005b), Bacalla (2006) and Pulhin (2006), it analyses how these policies, coupled with emerging opportunities and the current public agenda, either facilitate or hinder investments in devolved and decentralized forest management and thus shape the future of Philippine forestry.
