Strategic Behaviour in Transboundary Water and Environmental Management
How can an understanding of strategic behaviour and game theory improve transboundary environmental management? Game theory can improve environmental management in two ways. First, one can use game theory to explain and evaluate past confl icts, negotiations and outcomes. Second, insights from game theory can improve the design of current transboundary environmental policies. The fi rst point deals with ex post policy assessments, the second with ex ante policy guidance. In this second area, game theory applications have yet to reach their full potential.
