Vulnerability to Global Environmental Change

In its wake-up call to a world confronted by accelerating changes in the planetary environment, the World Commission on Environment and Development (WCED, 1987) in Our Common Future described a tapestry of global problems in which ecological and sociopolitical problems were deeply meshed. Global environmental threats and poverty were so interrelated, the WCED argued, that a global risk assessment programme was needed to discern the roots of the stresses emanating from human activities, a new environmental ethic would be required, and an integrative attack on the dynamics of environmental degradation and poverty was essential.
