ABSTRACT

This chapter aims to give an understanding of the SEA process as a whole – how it affects the strategic action, what the SEA outcomes are, and what to look out for. It considers the application of SEA to a hypothetical district transport plan, then considers which aspects of SEA are an essential minimum and which are best practice or applicable only in some cases. It concludes with a quality assurance checklist for SEA. Chapters 5-9 in Part II explain the reasoning behind some of the approaches used, variants on these approaches, and pitfalls to avoid.
