The theme of the 1987/88 annual review of the National Center for Food and Agricultural Policy (NCFAP) specifically considers that while the world in which agricultural policy operates has changed dramatically over the decades, agricultural policies have not taken account of those changes in any fundamental way. Originally published in 1988, this volume examines the setting in which U.S. agriculture finds itself and suggests an agenda for future policy.
