ABSTRACT

This chapter aims to contribute to the expanding field of social policy governance research by adding a combined analysis of the involvement of the multitude of actors from different sectors of society and the territorial dimension involving the matter of scale in the provision of long-term care (LTC) for older people. It presents three sets of indicators, making it possible to characterise the different modes of governance: the mix of actors; institutional fragmentation; and the role of the user. The analyses comprise six European countries: Finland, France, Italy, Norway, Sweden and Switzerland. In France, Italy and Switzerland, the share of non-public deliverers is larger and the voluntary sector more present than in the Nordic countries. In the Nordic countries as well single-purpose bodies play a role in the provision of LTC. In the Nordic countries, the presence of hierarchy may be seen to be the result of the chosen welfare model, which is very much dependent on the public sector.
