ABSTRACT

“Agreement on the complex future” explains and analyzes the Delphi method process and results in detail. This instrument demonstrated its utility to help understand a complicated and scarcely studied urban settlement and the possibilities foreseen in its future. The results described the general conditions that characterized the trending, optimistic and pessimistic paths, as well as the relative importance reached by each topic proposed by the experts, such as mobility, education, production and health. Finally, this chapter defines a series of conditions that will shape the region’s future one way or another. Due to its similarities to other cases, these same conditions should be considered to study other cases of Latin America and the Global South.
