ABSTRACT

The second difficulty concerns the results of anthropological research, which now includes a con­ siderable literature on the results of planned fis­ heries development (see Emmerson 1980). In my view, this literature has important implications for fu­ ture planning, but the implications are seldom spelt out and they may be unpalatable for fisheries admi­ nistrators. Most of the literature is concerned with the results of fisheries development plans rather than with the process of development planning and, unfortunately, most studies are attempts to account for plans which failed to meet their social objectives. All conclusions seem to point in the same direction: new technologies do not increase rural employment and often exacerbate social inequa­ lities in rural communities.
