ABSTRACT

In this chapter, the authors analyse the impact of active labour market programmes in Ireland is based the Post-Programme Follow-up Survey of participants who exited from a comprehensive range of range of education, training and employment schemes for the unemployed between April and July 1992. The survey was commissioned by the Irish Department of Enterprise and Employment and the European Commission with the objective of assessing the impact of active labour market programmes on their participants. The sample was stratified by different types of programme and target group to allow comparison between 17 different programmes. The questionnaire for the comparison group consisted of a subset of questions relating to personal characteristics, labour market experiences and participation in education, training and employment programmes, identical to the corresponding questions in the main survey. That analysis is confined to the main sample of programme participants, and, in effect, it seeks to rank order programmes in terms of their comparative effectiveness.
