One should not be too much worried about this population bias, however. As discussed in Chapter 3 there are various reasons for such a bias, not all of which are ethically dubious. Indeed, without a population bias the vast majority of aid would be concentrated in two countries only, namely China and India, by far the most populous of developing countries.
