ABSTRACT

This chapter aims to explore the development of the Central Council for Education and Training in Social Work’s (CCETSW’s) anti-racist initiatives as outlined in the Rules and Requirements for the Diploma in Social Work. It analyses CCETSW’s Paper 30 as an anti-discriminatory initiative which attempts to deal with the manifestation of racism in social work agencies by imposing legitimate modes of practice onto social work students and practitioners. The main purpose of the exploration is to analyse the development as an example of a ‘top-down’ policy initiative which attempts to deal with issues of inequality and racism. Anti-racist initiatives constituted a systematic attempt to create a set of anti-racist policies for social work education and training by introducing specific anti-racist requirements into the Diploma in Social Work. At the same time, other important political developments were also undermining the implementation of anti-discriminatory education and training in social work departments.
