ABSTRACT
In terms of a general statutory duty, Section 71(1) of the Race Relations Act states:
71. 1. Every body or other person specified in Schedule 1A or a description falling within that Schedule shall, in carrying out its functions, have due regard to the need
to eliminate unlawful racial discrimination; and to promote equality of opportunity and good relations between persons of different racial groups.4
