31.1.1 Yes-no questions are formulated in the same way as statements, the only difference being the question intonation in speech and the question mark in writing. There is no subject-verb inversion as happens in English and some other languages:
Ele é italiano.
He’s Italian. (statement)
Ele é italiano?
Is he Italian? (question)
