ABSTRACT

The basin agency system involves various interrelated elements, linking national, basin, sectoral, and local interests. The Basin Committee organizes itself in committees which review the loans and grants proposed to be made by the basin agency. It is kept regularly informed by the staff of the agency of the evolution of the multi-year program. In addition to the subsidies by the basin agencies, the national government (or regions or departments) give subsidies (grants) to public entities for dams, water transfers, and sewage collection and water distribution networks. The Delegated Basin Mission is composed of 12 civil servants from the concerned ministries. The Water Service of the Ministry of the Environment is responsible for supervision of the basin agencies. Theoretically this means the final decision power. The problems cited in the chapter have already been recognized by the basin agencies, and usually policies have been initiated to resolve them.
