ABSTRACT

The Omani government held a conference in Muscat in 1995 to create a long-term vision called “Oman 2020,” and which was labeled the Vision for Oman’s Economy. Saudi Arabia’s Ministry of Economy and Planning organized a “Symposium on the Future Vision” in Riyadh in 2002, which produced conclusions that became the basis for the Long-Term Strategy 2025 and the Vision for the Saudi economy. In 2008 Qatar created its “National Vision for 2030” and Bahrain published its “Economic Vision for 2030”. The United Arab Emirates had a cabinet meeting in February 2010 at the end of which was released “Vision 2021”. Also in 2010, the Kuwait Supreme Council for Planning and Development (SCPD) launched the Kuwait Vision 2035 and the 2010-14 mid-term development plan. So all six countries had prepared and publicized long-term vision statements within the period 1995 to 2010. The Saudi Government launch of Saudi Vision 2030 in April 2016 confirmed the previous vision statements’ strategic intent of diversifying economic activity, and thus moving the country away from being an oilbased economy to non-oil-based economy.
