ABSTRACT
Qualitative transformation as an ingredient of development is fully as important as quantitative progress. More exactly, development as process is total mutation wherein certain qualitative breakthroughs are achieved thanks to quantitative advances in productivity, diffusion of education, and heightened mobility. Many statesmen and scholars, conscious of this dimension, now acknowledge that in the long run what development is all about is the quality of a civilization and its life values.
