ABSTRACT

This chapter explores the challenge of measuring and assessing housing sustainability in low carbon cities in light of these challenges. The first provides an introduction to the problem of the allure of measurement. It provides an introduction to the problem of the allure of measurement. The chapter then presents definitions for key terms associated with low carbon housing, and expands the scale to cities. Next, it provides a critical review of contemporary ways of measuring and assessing low carbon housing. The chapter advances alternatives to the status quo, including recommendations for approaches to measuring and assessing housing sustainability in low carbon cities. Finally, the chapter emphasises that by understanding the limits of measurements we maximise their usefulness in research, planning and decision-making. The act of measurement must not be undertaken in an uncritical normative manner, and the unmeasured and unassessed factors at play and their potential pivotal importance.
