ABSTRACT

This chapter provides some insights about the transformation of the Organization of African Unity (OAU) into the African Union (AU) especially in context of the search for a Pan-African mechanism to promote peace and security in Africa. It discusses the emerging security relationship between Canada and the AU. The chapter argues that Canada has forged a close partnership with the AU to promote human security in Africa. Canada indirectly supported the AU's authority and its intervention mandate on war crimes, crimes against humanity, and genocide. The chapter examines Canadian government response to the Darfur crisis. It explains the Canadian government provided much equipment with regards to African Union Mission in Sudan (AMIS) operations in Darfur itself. The chapter also argues that at least in theory, the Mechanism for Conflict Prevention Management and Resolution (MCPMR) was constrained in promoting peace and security in Africa because of the OAU Charter's strict adherence to the principles of sovereignty and non-intervention in member states.
