ABSTRACT
This chapter presents case study illustrating Tom Bradshaw as a newly appointed superintendent. Tom's vision was to ensure that all students would receive a quality education that would prepare them for success. He was eager to work with school administrators to develop a robust plan to achieve this vision through school-based goals and strategies. After many sleepless nights and countless meetings with district central office personnel, Tom decided he had no other choice but to eliminate teachers. Although Tom disagreed with the Last In, First Out (LIFO) law, he was forced to utilize this practice when laying off teachers. The American Civil Liberties Union (ACLU), along with the Public Counsel, filed a lawsuit on behalf of the students at these schools. Tom knew if he didn't come up with a strategy to win over the Board there could be major divisiveness between the superintendent's office, the school board and the teachers union.
