ABSTRACT

Taking the practical possibilities into account, including the experience of the researchers, their access to information, and the topicality of the issues, three types of conflict were chosen: the location of a waste-disposal site and the environmental nuisance which a large industrial plant causes in its surroundings. It also includes the problems that can arise when developing and implementing plans for a large scale urban expansion. According to the unpublished order of the Prime Minister from 1976 which is still in force, each province is obliged to process its own waste within its own administrative boundary. In Poland there is no specific Act concerning the planning of waste treatment in the region as there is in the Netherlands. The course of the conflict has been mostly investigated using written detailed documents collected by several departments of the provincial administration. The relationships cover more participants than it was formally assumed, for instance villagers administrators and their councils.
