ABSTRACT
The delay in establishing a coherent long-term national strategy for spent nuclear
fuel storage and disposal has led to a de facto policy of storing the waste on-site.
However, due to potential homeland security and energy security implications
associated with on-site storage, there has been a search for alternative solutions.
