ABSTRACT

The Finnish Defence Forces (FDF) is a military built on general conscription. Teaching ethics to conscripts not only involves teaching military ethics but also includes elements of citizenship education: it is hoped that such teaching will therefore affect people's way of life after, as well as during, their military service. The military oath of allegiance places special requirements on those who are placed in a position of command. In a crisis situation and also in crisis management duties, these two groups, reserve and professional military officers, operate side by side. The military service creates common and shared experiences and the leadership training given in the service also shapes the basis for any shared values. In the theory of action competence, the ethical action competence element, that is, how ethical the soldier is, is still a central part of the entire action competence model.
