ABSTRACT

The demand for urban public transportation is very much affected by the qualities of the environment in which it operates as well as the availability and qualities of any connecting transportation. Some of the relevant attributes of these connections can be captured in planning models that generate demand estimations and other design and performance requirements. Others cannot, but nevertheless will bear on the future success of a project. Any identifi able projects and recent policy changes that might affect connecting services must be considered. Evolutionary trends must also be studied, with the intent of determining their long-term impact. Investments must be viewed as interacting with a continually evolving physical environment and public policy regime. This chapter focuses on the various ways in which passenger travel habit data can be used to help characterize situations as well as how conditions external to a project can infl uence performance and investment outcomes.
