ABSTRACT

In discussing the standard of living of the unemployed it was established that the families that were in greatest need were the largest ones, and it was made clear that it is child dependants' benefit rates and assistant scale rates that most urgently require increasing. It is that part of the surplus that accrues to the Unemployment Fund in the next few years owing to the fall in unemployment should be used to finance the payment of family allowances to all insured persons whether they are in or out of employment. To pay family allowances to insured persons would be to return the sums contributed by a particular group to members of the same group, and would not be altogether dissimilar to a remission of contributions; also it would compensate those who are employed for the fact that they have in the past been contributing towards what are in effect family allowances for the unemployed members of the insured class.
