ABSTRACT

This chapter reviews the important developments taking place in the civil aviation sector beginning against the civil-military integration (CMI) background. Some of the earlier discussions with regard to the development of civil aviation in China located the history of the modern industry initially within the operational context of military aerospace requirements as specified by the People's Liberation Army (PLA). China National Aero-Technology Import and Export Corporation (CATIC) were created in 1979 under the joint ownership of AVIC I and II. It has been described as a large-scale state-owned conglomerate with a core business based on the import and export of aviation technology. The organizational structure of CATIC ranges from seven specialized firms and ten regional subsidiaries located on the mainland, with some 56 subsidiaries located worldwide. From a military perspective there has an attempt to maximize potential benefits in the development of non-military aerospace technology intended for commercial use with a strategy based on the principles of CMI.
