ABSTRACT

At the time we decided to join the WTO, we regarded China’s accession as being a major strategic policy decision that would enable China to integrate with global economic systems and participate actively in economic globalization. Ten years later, what we are hearing more about relates to the investments of Chinese enterprises overseas-how enterprises are using global market mechanisms to allocate the value chain of their products on a global basis. Globalization and internationalization have begun to permeate China. This chapter focuses on the impact that joining the WTO has had on the investment being made by Chinese enterprises overseas. It looks at the subject from the time China applied for membership, fifteen years ago, to the time it entered, ten years ago. It then also looks at the coming decade.
