ABSTRACT
The clean development mechanism, the 'Kyoto surprise', is the most enigmatic and complex of all Kyoto's innovations. As noted, from one perspective it appears as a form of global joint implementation, and to this extent it shares the possibilities and problems noted in Chapter 3. However, so much is left open that it could take many forms.
