ABSTRACT

It has long been argued that the client holds the key to the successful health and safety management of any construction project. In terms of the CDM Regulations this cannot be denied. Through the appointment of a competent, adequately resourced team, and by allocating sufficient time for the project to be properly planned, designed and constructed, the client can truly make the maximum contribution to health, safety and welfare on site. Indeed, the client is empowered by the regulations to ensure that effective arrangements for health and safety management are in fact implemented and also maintained throughout their project.
