In England and Wales, clinical governance (CG) is the vehicle for the delivery of quality healthcare in the NHS. The Labour government introduced the concept in 1997 in the white paper The New NHS: modern, dependable.1 It came about as a result of various NHS scandals through the 1990s, but concerns were expressed about the purpose and process.
