ABSTRACT

In 2010 the UK Coalition Government’s ‘emergency budget’ cut core funding to English Local Government by 28 per cent. Our council was amongst those hardest-hit, with cuts falling first on regeneration programmes, which relied on central funding. It was a big shock, loads of people left, there were masses of redundancies, change after change. From the inside, it felt like we were pulling back quite a lot from non-essential services, focusing on core business, whilst also trying to think about transformation.
