ABSTRACT

The address by Soviet Foreign Minister Eduard Shevardnadze before the UN General Assembly on September 25, 1990, was a truly remarkable statement and one of the finest ever made before the United Nations. The United States was right in the Cuban Missile crisis not to say that the deployment of missiles in Cuba by the Soviet Union constituted an "armed attack" that would give rise to the right of self-defense. The Security Council may find it necessary, upon recommendation of the Military Staff Committee, to establish a rapid response force, to be formed on a contract basis from units specially designed by different countries, including the five permanent members of the Security Council. Strengthening the Council's fact-finding capacity should be a major priority for Soviet, American, and other international lawyers, and all persons concerned with collective security.
