ABSTRACT

The goal of the Conferences On A More Democratic United Nations (CAMDUN) conferences is to democratize the UN by giving ‘the People’ a voice. The telephone connected to a fax machine is rapidly reducing distance and time between messages and is enabling people to exchange documents quickly. There is another mode of communication that is already being used by a growing number of non-governmental organizations (NGOs): computer conferencing. At the UNCED Preparatory Committee meeting in Nairobi in 1990, it was decided that NGOs should be encouraged to provide input to UNCED Working Groups. An important feature of electronic networks such as the non-profit Association for Progressive Communications or the Telecommunications Cooperative Network is that access to the information posted there is not limited geographically. The organizers of CAMDUN-2 should be thus encouraged to begin their planning via computer meetings so that team members from all over the world can participate.
