The picture we have drawn is a bleak one. The area now called Bangladesh has a historical legacy of stagnation, a legacy preserved and reinforced by the contemporary social structure. It may be asked whether questions about ‘technological transformation’ are relevant at all, when what is most urgently needed is social transformation – though both would appear to be equally elusive.
