ABSTRACT

More specifically, the goal, targets and indicators for child survival in the post-2015 agenda should reflect the principle of non-discrimination by being weighted towards measuring progress for the most marginalized children; that is, improve by x% the survival of children nationally, and by x + 5% the survival of the poorest children. While promoting equity in outcomes, the target should also reinforce the principle of non-retrogression with the requirement that a country at least maintains, but preferably accelerates, the rate of improvement in child survival nationally, and across stratifiers of inequality. Higher scores should be given for greater progress for excluded children compared with the more fortunate.
