ABSTRACT
A dispassionate analysis of Soviet-type Communist communication policies reveals a yawning gap between rhetoric and realities, claims and facts. The electronic jamming of Western broadcasts through more than 3,000 transmitters must have cost the Soviet camp billions of badly needed dollars during the past three decades. Total control over incoming and outgoing information is still seen by most Soviet and East European rulers as one of the main means of maintaining their legitimacy. The fact that Soviet propagandists have begun to express support for the ‘New World Order for Information’ should be cause for concern rather than for satisfaction in the Third World.
