ABSTRACT

This chapter provides a game theoretical framework for the analysis of current political and ethical issues involved in a reconsideration of American foreign policy toward Cuba. It reviews the arguments currently being put forth for a lifting or a continuation of the embargo and examines whether the embargo is intended to be an effective economic mechanism or a symbolic statement of United States foreign policy. The position taken is that demands for policy change are being made without clear regard for what, if any, fundamental changes are taking place in the Fidel Castro regime. The analysis with a reaffirmation of the causal sequence is outlined by present and past American administrations: first, democracy; second, elections; third, policy alteration and reconsideration. If there is a restoration of an internationally recognized human rights policy, then there can be a withdrawal from Guantanamo.
