ABSTRACT

The management of change in public services is receiving renewed global scholarly attention. This development is due to several factors, including movement towards more market-oriented economies in many nations, political regime changes in certain regions and nations, rising citizen dissatisfaction with publicly provided services, enhanced scrutiny of the quality and costs of public services, and increased recognition of the common problems faced by large organizations irrespective of their private, public or hybrid sectoral status. Hence, there is a new (or renewed) movement under way to conceptualize and debate public services and public management practices.
