ABSTRACT

This chapter discusses the results of the follow-up telephone interviews that sought to provide greater depth and contextualization of the dynamics involved in the process of utilization of performance measurement information. The goal of the inquiry was to gain more insights into the context of the mechanisms highlighted by the quantitative model, thus verifying its accuracy in portraying utilization. The comments of those who spoke of using performance measures for resource allocation showed that although the information may be part of the budget process, it was usually included only as a reference point. Political use means using performance measures for budget related purposes, including providing justification for the amounts requested, and for transparency purposes. Participants in the follow-up interviews were asked what has encouraged or would encourage the adoption and implementation of performance measures in their organizations. A related question asked interview participants to identify the groups or individuals and circumstances that had complicated development of performance measures.
