All European NATO members were indirectly associated with the negotiations; they were, and still are consulted within the Atlantic Council, but, there, cautious influences made themselves felt. Some favourable factors have recently emerged, which might foreshadow a revival of European involvement in the disarmament field. Federal Germany’s policy, which in the 1960s was still dominated by concepts of the Cold War, is now wide open to an understanding with the countries of Eastern Europe. France, which was hitherto one of the most negative elements, might, now that General de Gaulle has gone, be more willing to co-operate. Today, and still more so a few years hence, European military integration appears and will appear to be a different proposition, namely as the logical and natural outcome of a development which began with economic co-operation, which continued in the political field, and which will finally culminate in military co-operation.
