ABSTRACT
In the previous chapter the importance of distributional issues in health and health care was explored. Economic appraisal, or the cost-benefit approach, is concerned with increasing efficiency but, ultimately, efficiency cannot be divorced from issues of distribution and equity. Given its central importance, equity assumes a greater role in economic appraisal as applied to health and health care than in some other areas of application.
