ABSTRACT
Risks can take many forms. In the case of terrorism risks, there are some unusual types of risks that are not particularly intuitive and certainly not found in the traditional literature of terrorism. A case in point is zebra mussels: a threat that is currently spreading across the United States that has a significant impact when it strikes and, in an unusual case, is not only an ecological and economic threat, they were also an instrumentality for one type of terrorism.
