ABSTRACT

This chapter explores two sets of criteria - one for the assessment of safety performance indicators or measures and another for the different elements of the safety performance monitoring system and the system as a whole. The first set of criteria will enable to assess the quality of safety performance indicators for use in feedback control. Efficient control requires a reliable measurement of performance. Information technology has significantly improved the possibilities of accessing performance data for use in decisions. The quality of decisions is closely related to Ashby's law of requisite variety and Van Court Hare's order of feedback. Through safety performance monitoring and feedback, we want to achieve reductions in the risk of accidents. The diagnostic process is applied in different safety management practices such as incident investigations, risk assessments, and analysis of accumulated data from accidents. One of the aims of the risk assessment is to state the likelihood of a set of incidents occurring.
