ABSTRACT

This part introduction presents an overview of the key concepts discussed in the subsequent chapters. The part discusses the traditional method of cost-benefit analysis and suggests that this may not be the best way to arrive at natural-resource-use decisions. It outlines that a way to make decisions/in which the intangibles of resource values may be considered without the agony of trying to assign hard and fast dollar values to those things that really cannot be given a price. The part utilizes the playwright's approach to convey the idea that these decisions are underlain by moral consideration that cannot be ignored. It presents the approach, brought the group together for several discussions and guided the preparation of the report.
