ABSTRACT

The problem that occurred in the process of selecting outstanding employees in Faculty of Sports and Health Education (Fakultas Pendidikan Olahraga dan Kesehatan) in Universitas Pendidikan Indonesia (UPI) was in the decision-making that had not fully used objective criteria or assessment instruments and was based only on subjective judgments from the highest leadership, in this case, the dean. The purpose of this study was to create a support system to provide objective consideration for the dean in the selection of outstanding employees. The decision support system determined the employee’s performance-based achievement using the Analytical Hierarchy Process (AHP) method based on the criteria/assessment instruments applied to a civil servant (Pegawai Negeri Sipil), namely the List of Work Implementation Assessments (DP3) consisting of five assessment criteria. The AHP process was carried out to determine the score of employees who excelled (a good performance), which was the basis of recommendations for decision makers to choose outstanding employees at the faculty level. This application was made by using Xampp 2.5 and Adobe CS 5 as its tools. The results of the implementation of this system showed that the faculty had clear criteria in selecting employees to perform further and the system objectively facilitated and assisted the decision-making process.
